JENNY RANDERSON CALLS FOR A "CLEAN SWEEP"

Jenny Randerson, Liberal Democrat Assembly Member for Cardiff Central, has today written to the yet to be appointed Assembly Member for the Environment calling for a "clean sweep" of refuse bags.
Jenny said: "I have been contacted by a constituent suggesting that the Assembly pass the requisite legislation to enable Councils to enter upon private property to remove accumulated refuse bags in residential forecourts.
"This is a particular problem in houses of multiple occupation where the residents place their bags out in the forecourt before the appointed collection day as they do not have the internal space to store them. However, they are often forgotten and remain in the forecourt to rot and, when the bags become torn, to litter the environment. Unfortunately, the Council cannot enter the property to remove them without invoking a lengthy legislative process.
"I am calling upon the Assembly Government to pass the necessary legislation to enable the Council to carry out "clean sweeps" whereby they can remove refuse bags after residents are given reasonable notice, of say 14 days.
"Such action could transform the environment in many parts of our towns and cities".
